Organizational Setting and Reporting Relationship
The position of Operations Officer is assigned to the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in finance, human and social development, and public sector management and governance in the region and with ADB’s clients. SD3, which is comprised of three sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.
You will report to designated International Staff.
Your Role
As an Operations Officer, you will provide advice, support, and coordination to a broad range of human resource (HR), administrative, and operational functions to support the Head of Department (HOD). You will work independently and collaboratively to carry out a full spectrum of operational, analytical, and knowledge support for the effective functioning of the team.
You will:
Human Resource and Administration
- Coordinate the department’s human resources administration in ADB HQ and resident missions (RM), specifically on recruitment and selection, vacancy management, promotion, transfer, redesignation, outposting, performance management, training requirements, resignation, and retirement
- Gather and analyze data needed for the preparation of the annual workforce planning and analysis, and recommend appropriate actions to ensure optimization of human resources, including providing solutions related to staff-gap measures
- Support the department in identifying, developing, and assessing the talent pipeline, including for recruitment, promotion, movement, and succession planning
- Facilitate submission of periodic performance evaluation for end of probationary period, and end of fixed-term appointment
- Coordinates the implementation of HR initiatives in the department, including rewards and recognition, individual work plan preparation, annual performance review, and staff engagement survey
- Contributes to the preparation of department’s inputs for results reporting, such as the human resources and budget aspects of the work program and budget framework
- Support the review of documents received from the teams and RMs relating to personnel, budget, and administrative matters prior to Department Head’s approval
- Undertake activities required for special project assignments and other analytical requirements on staffing and other HR-related actions.
Knowledge and Budget Management, and Operations Support
- Contributes to the development and implementation of the Department’s knowledge roadmap
- Manage and monitor the implementation and allocation of the department’s external training fund, rewards and recognition programs, team and RM retreats, and staff recreation activities. Coordinate closely with the Sector Office to provide support in the implementation of the Staff Engagement Survey Action Plan of the Sector Department.
- Independently monitors and analyzes the budget allocation within the department by consolidating the work program and matching resource requirements of the Department’s teams and RMs to planned deliverables. Provides analytical support in preparing background materials for the Budget Review Committee
- Contributes to the review of finance and administration processes to ensure quality in the department’s outputs
- Contributes to coordination of operations management matters related to programming, business processes, alignment of operations to regional priorities, or portfolio management.
Qualifications
You will need:
- Bachelor’s degree in human resources, economics, psychology, social sciences, business administration, or related fields, preferably with relevant advanced or practical training
- At least 8 years of relevant professional experience in HR coordination and administration, and project (loan/grant/TA) and budget management
- Knowledgeable on HR procedures in talent management
- Demonstrates knowledge and understanding of ADB operational processes and procedures
- Strong analytical ability to undertake research and analysis, collect and organize data and information, and draft documents
- Excellent oral and written communication skills in English

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
