Organizational Setting and Reporting Relationship
The position of Principal Risk Management Specialist is assigned to the Risk Policy and Architecture Division (RMPA) within the Office of Risk Management (ORM). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, RMPA and will supervise Junior team members.
Your Role
As a Principal Risk Management Specialist, you will lead the implementation, and maintenance of a comprehensive risk management framework, including policies, methodologies, and IT systems. You will work with departments across organization lines to improve processes, and guidelines. You will work within a broad framework of policies and goals, working directly with clients and exercising a high level of autonomy in the selection of work methods.
You will:
a. Risk Management

Lead the implementation, and maintenance of best practice processes, methods and tools for identification, measurement, and management of the risk in ADB's lending and treasury operations.

Lead the development of policies, process, and risk governance of nonsovereign operations.

Support the implementation, and maintenance of methods and tools for a structured credit risk analysis process. Ensure that the risk management framework remains instrumental to ADB's business processes.

Develop tools and process for rating of nonsovereign borrowers and transactions. ·

Lead ADB's Ratings Desk. Be a resource person for internal training on risk assessment and credit rating of nonsovereign borrowers. Interpret and adjudicate in discussions on nonsovereign rating outcome.

Consult with operations departments to identify risk issues and develop solutions that satisfy technical or business needs. Develop solutions which balance risks against meeting ADB's goals and client needs.

Interpret policies and provide guidance to staff on different risk management matters.
b. Knowledge Sharing·

Maintain knowledge of new best practices in risk management. ·

Collaborate with peer multilateral development banks and actors across the financial industry to share knowledge on policies, methodologies and related techniques used in risk management.
c. Staff Management·

Provide leadership and support to reporting staff.

Oversee the performance of reporting staff by providing clear directions, regular monitoring and feedback, and coaching to ensure their ongoing learning and development.
Qualifications
You will need:
- Master's degree in engineering, finance, economics, accounting or other related fields; or University degree combined with at least 5 years specialized experience relevant to the position in similar organization/s may be considered.

At least 12 years of risk management and/or bank examination experience gained from a financial institution, credit rating agency, credit insurer, or banking supervisory authority.

International experience working in several countries.

Experience in rating, pricing, and structuring nonsovereign operations lending without sovereign guarantees, with a focus on the banking and infrastructure sectors

Practical experience implementing frameworks for economic capital and loss provisioning.

Experience managing and delivering complex projects under demanding timelines.

Familiarity with Risk-Adjusted Return on Capital, pricing, performance measurement, and Basel II/III.

Knowledge of latest best practices in risk management, capital adequacy, disclosure, income recognition and loss provisioning

Experience analyzing information and identifying important insights, can lead and motivate others, and work well with people from different backgrounds.

Experience working in a multicultural environment that relies on collaborating across departments.

Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
