Organizational Setting and Reporting Relationship
The position of Senior Financing Partnerships Officer is assigned to the Partner Funds Division (CCPF) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. CCPF is responsible for a group of multisector trust funds, administration of project-specific cofinancing, and management of bank-wide systems and data on financing partnerships. You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and will oversee junior team members.
Your Role
As a Senior Financing Partnerships Officer you are responsible for facilitating IT project implementation, digitizing processes, ensuring timely and accurate reports on sovereign cofinancing data, analyzing financing partnerships operations for effective management of external funds, and leading the preparation of knowledge products and communication materials.
You will:
- Facilitate the work on the design and project implementation of a new IT system for effective management of external funds, ensure data quality for successful data transformation, and support in digitizing business processes.
- Review and provide cofinancing inputs to policy documents, guidelines, TF concept notes and establishment papers, and other documents under the purview of the team.
- Ensure timely data update and accuracy of information in cofinancing systems and databases including prompt interface with other systems.
- Lead in preparing the Trust Funds section of the ADB Partnerships Report and take charge of providing sovereign cofinancing data inputs for corporate reports, e.g. ADB Annual Report, Statement of Operations, Constituency Reports, etc. for ADB management and other departments.
- Support in coordinating cofinancing matters with Controller’s Department, Information Technology Department and other offices.
- Prepare financing partnerships knowledge products and communication materials, update guidelines and other documents relevant to cofinancing operations.
- Support CCPF division’s ‘One Stop shop for trust fund’ initiatives as required.
- Provide support to International Staff for daily tasks and team issues.
Qualifications
You will need:
- Bachelor’s degree in business administration, accounting or relevant fields preferably with Master’s Degree or equivalent.
- At least 8 years work experience in cofinancing operations from multilateral development banks, bilateral agencies, or international financial institutions, or other related areas; and at least 4 years of supervisory experience
- Working knowledge of trust funds establishment, and administration support to project specific and trust fund operations
- Proven practical experience in preparing financing partnerships and related reports exhibiting keen attention to detail in the outputs
- Ability to work collaboratively in a multicultural environment and develop positive professional relationships internally and externally.
- Demonstrated ability to work independently and effectively in a team.
- Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
Selected applicants will be subject to a one-year probationary period.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
