The National Finance and Administrative Officer works under the functional supervision of the Director of the Policy, Knowledge and Research (PKR) Unit based in Headquarters, under the administrative supervision of the Senior Resources Management Officer in MAC and in close coordination with the Publications (PUB) Coordinator and Senior Programme Manager of the Migration Governance Indicators (MGI) Project.

Aside from providing financial and administrative support, the successful candidate will also serve as PKR’s focal point within MAC, overseeing the day-to-day administrative activities. The successful candidate will also directly supervise the PUB Administrative Assistants and MGI Finance Assistant. Further, he or she will administratively supervise the English Language Editors, Graphic and Layout Artists and RES Administrative Assistant.


RESPONSIBILITIES
Financial Oversight

  • Analyse, monitor and oversee the financial management of all projects including the oversight of financial expenditure and accountability;
  • Advise project managers of the financial status of their respective projects, identify current and potential problems and propose corrective measures;
  • Assist with the annual budget preparation
  • Prepare project proposal budget for submission to donors;
  • Review and provide inputs on budget of project proposals;
  • Review and provide feedback on donor financial reports in accordance with IOM regulations and established procedures prior to upload in PRIMA for endorsement;
  • In-charge of financial monitoring of projects, from activation to preparation of final financial report for submission to donors;
  • Coordinate and prepare suggested updates and revisions to the annual Programme and Budget document;
  • Review and approve payment requests and online purchase requisitions;
  • Prepare manual invoices related to royalties received by the Publications Unit;
  • Confirm WBS for staff projectizations, procurement of goods and other expenses;
  • Focal person of PRIMA FOR ALL by conducting training or coaching sessions for colleagues;
  • Delegated Project Manager for Unit managed projects in PRIMA;

Human Resources (HR) and Office Operations

  • Assist in managing the HR function and make recommendations on recruitment and personnel administration of staff. Correctly apply HR policies, rules and regulations and make recommendations for resolving difficult or sensitive cases in consultation with the Director and/or Hiring Manager.
  • In-charge of coordinating with Recruitment (REC), HR Admin Unit (HRAU), MHRO-OSU Units all HR activities involving recruitment and onboarding of new international staff, confirmation of contract extensions/renewals, WBS for projectizations, SLWOPs, resignations and signing off on exit clearances
  • Participate in reviews of existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.
  • Liaise with other units in all aspects related to Unit issues
  • Perform other duties as may be assigned.

QUALIFICATIONS
EDUCATION

  • Advanced university degree in Finance, Business Management, Social Science or a relevant field from an accredited academic institution; or
  • University degree in the above fields from an accredited academic institution, with two (2) years of relevant professional experience.

EXPERIENCE

  • Experience in project management with focus on budget, financial monitoring and donor reporting;
  • Supervisory experience is necessary.
  • Previous work experience in international organizations and service industry companies would be an advantage.

SKILLS

  • Working knowledge of any multicultural organization and/or UN system;
  • Knowledge of generally accepted accounting principle and internal controls;
  • Computer literacy including knowledge of SAP and proficiency in MS Office applications;
