The Human Resources Officer is responsible for supporting the overall HR functions, including recruitment, employee relations, timekeeping, documentation, and compliance with labor standards. The role ensures HR processes are implemented efficiently in alignment with the dynamic needs of a construction company, including support for both head office and project-based employees.
Key Responsibilities:
Recruitment and Staffing
- Source, screen, and shortlist candidates for various positions (skilled, technical, and administrative roles)
- Coordinate with project managers on manpower requirements
- Conduct initial interviews and pre-employment processing
- Maintain an updated pool of applicants for project deployment
Employee Records & Documentation
- Prepare employment contracts, project assignments, and onboarding documents
- Maintain accurate and up-to-date 201 files for all employees (project-based and regular)
- Handle employee movements: transfers, contract renewals, and clearances
Timekeeping and Payroll Coordination
- Monitor and consolidate daily time records (DTR), leaves, and absences
- Assist in preparing payroll-related reports in coordination with accounting/payroll
- Ensure timely submission of logsheets from site-based staff
Project Site HR Support
- Coordinate with site engineers for on-ground HR concerns
- Assist in resolving labor issues or complaints at site level
- Conduct site visits as needed for HR-related matters
Compliance and Reporting
- Ensure compliance with DOLE standards and labor regulations
- Prepare HR reports such as headcount, turnover, and incident reports
- Assist during audits and government inspections (SSS, DOLE, etc.)
Employee Relations
- Promote a positive working environment across teams
- Support employee engagement activities and programs
- Handle minor disciplinary issues and escalate major cases to HR Manager
Qualifications:
- Bachelor’s Degree in Human Resource Management, Psychology, Business Administration, or related field
- At least 1–3 years of HR experience, preferably in a construction or industrial setting
- Familiarity with labor laws and payroll processing
- Strong organizational, communication, and interpersonal skills
- Must be willing to travel to project sites as needed
- Possible assignment at project sites depending on business or project needs.
Preferred Skills:
- Knowledge in timekeeping systems and payroll software (e.g., Biometrics, Excel)
- Experience in site-based HR operations
- Ability to multitask and work under pressure in a fast-paced environment
