Position Overview
We are looking for a proactive and qualified Health, Safety, and Environment (HSE) Officer to join our team for the construction phase of a solar power plant in Gamu, Isabela. This project-based role is critical to ensuring the effective implementation of HSE protocols, full regulatory compliance, and the promotion of a safety-first culture on site.
Key Responsibilities
- Site Compliance and Safety Oversight
Monitor and enforce compliance with relevant HSE laws and standards, including regulations from DOLE, DENR, LGUs, and the DOE.
- Regular Site Inspections
Perform routine inspections and hazard assessments of the plant site, identifying unsafe acts or conditions and recommending corrective actions.
- Incident Investigation
Lead the investigation of accidents, incidents, and near misses. Prepare reports and ensure implementation of corrective and preventive measures.
- Training and Induction
Deliver HSE orientations, toolbox talks, and safety training to all employees and contractors to build awareness and reinforce safe practices.
- PPE and Equipment Monitoring
Ensure the proper use, availability, and maintenance of personal protective equipment and safety tools across the site.
- Documentation and Reporting
Maintain accurate and updated HSE records, including risk assessments, incident reports, audit findings, training attendance, and environmental monitoring data.
- Emergency Preparedness
Develop emergency response procedures and coordinate regular drills to ensure readiness of all site personnel.
- Stakeholder Coordination
Serve as liaison with regulatory bodies and coordinate with internal and external stakeholders to ensure consistent implementation of HSE standards.
- Environmental Compliance
Monitor and implement environmental control measures, including proper waste disposal, solar panel handling, pollution prevention, and resource management.
Qualifications
- Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or a related field.
- DOLE-accredited Safety Officer (SO2 or higher) required.
- BOSH/COSH certification is mandatory.
- Minimum 3 to 5 years of HSE experience in construction, ideally within renewable energy or large-scale infrastructure projects.
- Familiar with relevant Philippine regulations, including Department of Labor and Employment DO 198, DO 252, DO 253, and Department of Energy DC 2012-11-0009 on Renewable Energy Safety, Health, and Environmental Rules and Regulations.
- Strong knowledge of environmental compliance and local permitting requirements.
- Excellent communication, documentation, and problem-solving skills.
- Physically capable of performing on-site inspections and working under varying field conditions.
Preferred Attributes
- Experience with solar PV systems and energy storage technologies
- Familiarity with ISO 14001 (Environmental Management) and OHSAS 18001/ISO 45001 (Occupational Health and Safety) standards
- Comfortable working in remote locations and in collaboration with diverse teams
- Proficiency in using HSE management software and safety data analytics tools
