Job Summary: The PMO Lead for the Quality and Optimization Engineering Team (QOET) PMO is a strategic and influential leadership role responsible for establishing, leading, and maturing a dedicated Project Management Office focused on optimizing the QOET's project portfolio. This role will serve as the primary interface between the QOET and senior leadership, including the QOET Director, Operations PMO Director, and the Vice President for Global Operations. You will be instrumental in defining "big bets," driving project prioritization, ensuring disciplined execution, and delivering transparent, high-impact reporting to support critical business objectives. This is a unique opportunity to build a high-performing team and significantly impact the efficiency and effectiveness of global engineering operations.
Key Responsibilities:
  • Strategic Leadership & Governance:
  • Establish, implement, and continuously refine the QOET PMO's operating model, processes, standards, and methodologies, ensuring alignment with the broader Operations PMO framework.
  • Lead the strategic project portfolio planning process for QOET, facilitating the identification, evaluation, and prioritization of initiatives, with a strong focus on "big bets" that align with Global Operations objectives.
  • Partner with the QOET Director, Operations PMO Director, and VP for Global Operations to secure consensus and buy-off on project prioritization, resource allocation, and portfolio decisions.
  • Represent the QOET PMO in executive-level strategic planning sessions, operational reviews, and cross-functional leadership forums.
  • Define and track key performance indicators (KPIs) and success metrics for the QOET project portfolio and the PMO's effectiveness.
  • Portfolio Oversight & Reporting:
  • Oversee the entire QOET project portfolio, ensuring comprehensive tracking of progress, risks, issues, and interdependencies.
  • Develop and deliver clear, consistent, and timely executive-level status reports, dashboards, and strategic insights on the QOET project portfolio to the QOET Director, Operations PMO Director, and directly to the Vice President for Global Operations.
  • Drive the optimization and refinement of the existing Power BI reporting tool for QOET projects, proposing enhancements to deliver more impactful insights.
  • Team Leadership & Development:
  • Recruit, lead, mentor, and develop a high-performing team of Project Managers (Lead PM, Senior PM, Project Manager, Associate PM).
  • Provide expert guidance, coaching, and performance management to foster a culture of accountability, continuous improvement, and professional growth within the PMO team.
  • Assign projects and portfolios to team members, ensuring optimal workload distribution, skill alignment, and career development opportunities.
  • Project Execution Oversight & Quality Assurance:
  • Serve as a critical "check and balance" mechanism, providing oversight and guidance to QOET Engineering Leads on project management best practices, process adherence, and quality standards.
  • Drive accountability for project execution and milestones from both the PMO team and QOET Engineering teams.
  • Lead the proactive identification, assessment, and mitigation of portfolio-level risks and issues, facilitating critical decision-making for complex challenges.
  • Define and introduce standardized project documentation templates (e.g., justification, status updates, presentations).
  • Stakeholder Engagement & Conflict Resolution:
  • Cultivate strong, collaborative relationships with the QOET Director, QOET Engineering Leads, Operations PMO Director, Global Operations VP, and other key cross-functional stakeholders (e.g., IT, Manufacturing Operations, Supply Chain Planning).
  • Facilitate the resolution of complex project conflicts or prioritization disagreements, escalating to appropriate leadership levels when necessary.
  • Ensure seamless communication and coordination between the QOET PMO, QOET teams, and external departments.
Qualifications:
  • Education: Bachelor's degree in Engineering, Business Administration, Project Management, or a related technical field. A Master's degree (MBA or equivalent) is highly preferred.
  • Experience:
  • Minimum of 10 years of progressive experience in project and/or program management, with at least 5 years in a leadership role, ideally managing a PMO or a significant project portfolio.
  • Demonstrated experience in a manufacturing, engineering, or operations environment is strongly preferred.
  • Proven track record of successfully driving strategic project portfolio prioritization and delivering complex initiatives.
  • Experience reporting directly to senior leadership (VP level or higher).
  • Experience building, leading, and developing project management teams.
  • Skills:
  • Exceptional strategic thinking and problem-solving abilities, with a strong analytical and data-driven approach.
  • Superior written and verbal communication and presentation skills, with the ability to articulate complex information clearly, concisely, and persuasively to executive audiences.
  • Expertise in various project management methodologies (e.g., Waterfall, Agile/Scrum, Hybrid) and best practices.
  • Strong leadership, influence, negotiation, and conflict resolution skills, capable of driving consensus across diverse stakeholders.
  • Advanced proficiency in project portfolio management tools, Microsoft Office Suite (especially Excel, PowerPoint), and strong familiarity with Power BI for reporting.
  • Ability to navigate ambiguity, manage multiple competing priorities, and drive results in a dynamic, fast-paced environment.
  • Deep understanding of operational processes and engineering project lifecycles.
  • PMP (Project Management Professional) and/or PgMP (Program Management Professional) certification highly preferred. Other relevant certifications (e.g., Lean Six Sigma) are a plus.
