Summary of Work Activities and Responsibilities:
Under the supervision of the CFMO Director, the Facilities and Utilities Group Head provides
oversight of the following functional sections:
1. Energy and Utilities Management
2. Equipment and Motor pool Management
3. AV Services and Equipment Management
The position is also expected to act as the University Certified Energy Manager (CEM) in compliance with RA 11285 (Energy Efficiency and Conservation Act), its respective implementing rules and regulations (IRRs) and other pertinent rules and regulations to include compliance requirements by the DENR/EMB and LLDA.
Main Duties and Responsibilities
I. Group Management and Development
a. Sets the direction and develops metrics for the Facilities and Utilities Group, in
coordination with the other Group Heads
i. Regularly monitors the achievement of the Group’s metrics and goals vis
a vis work plans and service level expectations
b. Oversees the development, review, and if necessary, updating and revision of
policies in the Group, and provides inputs for the development of general
Facilities policies
c. Monitors and reviews the Group’s processes, systems, and practices to ensure
operational efficiency and effective delivery of services
d. Plans the Group’s budget and allocates resources based on the strategies of the
Group
e. Ensures the fiscal integrity and management of operations within approved
budget, optimizing resource utilization, and contributing to the positive financial
position of the Office
f. Facilitates the establishment of internal quality measures with each section
administrator
g. Manages the performance of the section heads under the Facilities and Utilities
Group by setting standards/ targets, monitoring and evaluating performance,
and providing development opportunities
i. Monitor’s the Group’s efficiency and progress with the section
administrators
ii. Installs systems to ensure organizational self-renewal and alignment with
the University’s strategic plans
h. Monitors and evaluates regular client feedback based on the F&U Groups
services and establishes short to long term strategies and necessary interventions
i. Ensures business continuity by institutionalizing a succession plan for critical
roles in the University
II. Strategy
a. Assists the Director in the envisioning, identification, and timely implementation
and completion of programs and sustainability projects and making use of
applied efficient and effective methodologies and best practices as the template
for future project
b. Closely collaborates with the Campus Development and Construction Group
and Custodial Services Group on best practices, strategies, and efficient
methodologies regarding energy conservation and waste management programs
within the built environment and campus grounds
c. Develops and implements an Energy Master Plan for the University campuses
that includes solar power, renewables sources of energy under the RES and
energy conservation measures
d. Develops and implements the University Solar Power Master Plan
e. Develops guidelines and updates sustainability policies in line with the programs
and campus developments
f. Prepares necessary systems evaluation and key result areas for integration with
the campus sustainability programs and future undertakings on energy
conservation and infrastructure projects
III. Energy Audit and Management (as Certified Energy Manager)
a. Technical / Operations
i. Ensures compliance with requirements under the Energy Efficiency and
Conservation Act (RA 11285)
ii. Develops a comprehensive system for monitoring of University facilities
energy utilization, efficiency and conservation programs
iii. Conducts a comprehensive audit of University-wide equipment schedule
vis a vis power consumption
iv. Reviews current installations and programs and challenge status quo with
recommendations on short, middle and long-term energy conservation
and efficient equipment/fixture application and preventive maintenance
and replacement programs
v. Leads in the review of load profile, short circuit analysis, power quality,
distribution/technical drawings vis a vis energy audit, management, and
conservation programs
vi. Provides technical, design and appropriate equipment recommendations
for short, medium to long term energy efficiency programs, reduced
power consumption and effective implementation in-phase/cycle
program
vii. Closely collaborates with the Campus Development and Construction
Group and Custodial Services Group in the efficient and timely
implementation, delivery and realization of short to long term utilities
management, preventive maintenance programs, equipment repairs,
rehabilitation and replacement and, environmental and sustainability
programs
viii. Provides technical recommendations on design development and
implementation of renewable energy projects
ix. Develops the Design Elements Checklist and master schedule for
renewable energy projects
x. Evaluates design proposals, technical drawings, and methodologies
concerning the current system, installations, and campus operations.
xi. Prepares probable project cost estimates, ROI, and timetable for
proposed short, medium and long-term energy conservation programs
xii. Oversees pre-bid / bid conferences
xiii. Evaluates bidder's/contractor's technical proposal, BOQ's, site
methodologies, shop drawings, sequence plan, site utilization
xiv. Conducts inspections of ongoing installation work to ensure that
standards and parameters are strictly implemented during project
milestones
xv. Reviews schematic drawings, design computation, and analysis as
necessary in the project proceedings
xvi. Reviews all site proceedings and site activities for project documentation
xvii. Evaluates key results relative to power and water consumption, energy
audit and sustainability programs
xviii. Closely collaborates with the Greenhouse Gas Officer for all data needs
by the F&U Group for Greenhouse Gas Audit and Carbon Neutrality
Programs
b. Administrative
i. Facilitates regular coordination with the project team and site monitoring
of energy conservation projects for its timely completion
ii. Ensures proper administration of contracts and projects for its efficient
and timely delivery concerning objective on energy conservation and
sustainable environment
iii. Checks and monitors compliance of work deliveries and physical output
based on its objective in line with the University’s standards, procedures
and applicable local policies and codes of practices.
iv. Prepares project brief, OSM for present and future projects with the
University's programs on energy conservation/sustainability
v. Prepares Terms of Reference and Bill of Quantities (BOQ) for any
energy conservation project bidding/procurement
vi. Coordinates with the Central Purchasing Office in the sourcing and
bidding of third-party service providers for solar power and renewable
energy under the RES / AdMU Grid’s Contestability status
vii. Handles and facilitates all necessary documentation and compliance
submission requirements
viii. Documents all activities, action plans, programs, etc. with CFMO
pertaining to University Energy Management and audit
ix. Provides technical assistance to the Ateneo Institute of Sustainability in
terms of energy data requirements as required in the regular AIS
sustainability report
x. Performs other related tasks and data gathering necessary for the regular
energy audit and in support of AIS baseline information and data for the
annual sustainability reports
IV. Performs other duties as may be required by the Immediate Supervisor and
authorized representative
Knowledge, Skills and Abilities:
● Knowledge
o Solar Panel/Renewable Energy/ Power generation systems, application tools,
installation, and procedures
o Comprehensive knowledge of electrical power systems, controls, data acquisition,
solar panel systems (grid / off-grid)
o Experience in hydro, pico-hydro power
o Experience in waste water treatment and water systems
o Knowledge of tree management and landscaping
o Knowledge of waste management and materials recovery
o In-depth knowledge of testing tools, diagnostic equipment, AutoCAD, SCADA,
etc.
o Familiar with the standards and guidelines of the power generation industry
o Skilled in identifying faults, technical areas of concerns and in providing apt
recommendations and solutions
