JOB SUMMARY
The Procurement Manager will lead strategic sourcing and procurement operations to support our diversified infrastructure solutions, including disaster management, water systems, and innovative projects.
The role demands a leader who can optimize supply chains across global markets (China, Japan, Korea, and local suppliers), drive cost efficiency, and ensure compliance with international and local regulations. Key responsibilities include supplier negotiation, risk management, and implementing sustainable procurement practices to align with organizational growth and ESG goals.
KEY RESPONSIBILITIES
Strategic Procurement & Supplier Management
1. Global Sourcing (preferably but not a requirement): Identify, evaluate, and onboard suppliers/vendors across target markets (China, Japan, Korea, local) with a focus on cost, quality, and reliability.
2. Supplier Relationships: Build and maintain partnerships with international and local suppliers, ensuring alignment with project timelines and compliance standards.
3. Market Intelligence: Monitor global trends (e.g., material costs, geopolitical risks) to adapt procurement strategies proactively.
Operational Excellence
4. Cost Negotiation: Lead high-stakes negotiations for critical purchases (e.g., water treatment equipment, disaster management materials) to achieve 10–15% cost savings annually.
5. Process Compliance: Ensure adherence to company policies, international trade laws (e.g., Incoterms, tariffs), and ethical sourcing guidelines.
6. Digital Transformation: Oversee the implementation of procurement tools (e.g., ERP modules, e-sourcing platforms) to streamline workflows.
Cross-Functional Leadership
7. Stakeholder Collaboration: Work with Engineering, Projects, and Finance to align procurement with technical specifications and budget constraints.
8. Risk Mitigation: Develop contingency plans for supply chain disruptions (e.g., logistics delays, supplier defaults).
Performance & Innovation
9. Supplier Scorecards: Regularly evaluate vendor performance (KPIs: on-time delivery, defect rates).
10. Sustainability: Prioritize eco-friendly materials and suppliers with ESG certifications.
JOB SPECIFICATIONS
Education & Experience
- Required: Bachelor’s degree in engineering, Supply Chain Management, or Business.
- Preferred: Master’s degree or certifications (CPSM, CSCP).
- Experience: 10+ years in procurement, with 5+ years in a leadership role. Must have experience in infrastructure, construction, or water-related industries and familiarity with Asian supply chains.
