- Prepare Preliminary Project Budget. Base on the approved and frozen Schematic/Conceptual Design Concept, we shall prepare a Preliminary Budget Estimate / Order of Magnitude Estimate.
- Prepare Project Preliminary Cost Estimate based on the complete set of Design Development drawings and Technical Specifications.
- Prepare Bill of Quantities and Definitive Office Estimate (DOE). Once all the Contract Documents (Plans and Technical Specifications) are completed and issued we shall prepare and submit the DOE to Owner.
- Prepare and issue Tender / Bid Documents together with the complete and final Plans and Technical Specifications to selected contractors. The Bid Document consists of Instruction, Pro forma Contract, Bill of Quantities, General Conditions of Contract, Price Preambles, Technical Annexes, List of Drawings and Technical Specifications, etc. Prepare WBS and get approval of Owner.
- In the Tendering/ Procurement Stage, the RCM with the QS prepares tendering packages, assists the OWNER in tender negotiations and recommends award of CONTRACT(S) to the OWNER. The OWNER and the ARCHITECT/ ENGINEER/ CONSULTANTS will also be involved in this process as required.
5.1 Identify and refine individual tender packages and setting procurement priorities;
5.2 Develop a recommended tenderers list for each bid package for evaluation and approval of the OWNER thru the Bidding Committee (if any)
5.3 Source and prequalify prospective bidders (CONTRACTORS and VENDORS) for the CONTRACT Package/ Items for OWNER’S consideration/ approval.
5.4 Solicit tenders / Bids
5.5 Issuing any changes or substantial clarifications as addenda / Bid Bulletins
5.6 Schedule and conduct the tendering/ bidding of different CONTRACT Packages;
5.7 Upon receipt, evaluating tenders as to responsiveness and conformance with the tender package requirements and comparing them to the Definitive Office Estimate (DOE), and Master Project Time Schedule.
- Analyze and evaluate the Technical & Commercial proposals or bids submitted by the Contractors or Suppliers and prepare / submit recommendations to the Owner.
- Bid evaluation if needed.
- Assist the Owner in the negotiation with Contractor, if required.
- Prepare Letter of Award / Notice to Proceed, immediately after the agreement between the Owner and Contractor is finalized.
- Prepare the Contract Documents for signing by Owner & the winning bidder.
- Supply records, documents and evaluation reports for tendering or other purposes and when required in cases of disputes or claims by any of the CONTRACTORS and VENDORS of OWNER-furnished materials.
