Qualifications:
- Bachelor’s degree in Civil Engineering
- Must be a Licensed Civil Engineer (PRC)
- At least 2-3 years of experience in quantity surveying, cost estimation, or project budgeting
- Proficient in quantity surveying software (e.g., Bluebeam, CostX, PlanSwift) and MS Excel
- Strong analytical, numerical, and negotiation skills
- Strong understanding of Land Development components: site clearing, cut and fill, utilities, road works, and storm water system
- Excellent attention to detail and organizational skills
- Willing to work onsite and assigned at any project location

Key Responsibilities:
- Conduct accurate quantity take-offs and prepare cost estimates for land development works (excavation, grading, roads, drainage, sewer, waterlines, etc.)
- Monitor material usage and actual costs against the budget and update forecasts accordingly
- Review engineering drawings, plans, and specifications for accuracy in quantities and measurements
- Assist in procurement by evaluating supplier and subcontractor quotations
- Prepare progress billing, valuations, and variation orders (VOs)
- Track and document project cost changes, site instructions, and claims
- Collaborate with site engineers and project managers to validate completed work and support payment certifications
- Ensure compliance with project contracts and local cost regulations
- Maintain detailed records of cost data, receipts, and contract correspondence
