Duties & Responsibilities
- Act as HSSE focal point for the Lot / Country to manage transition & operationalize Shell HSSE MANAGEMENT SYSTEM & JLL standards expectations
- Work closely with Shell and JLL stakeholders to develop contract HSSE plans, annual site HSSE plans, legal register for all sites within the Lot / Country and operationalize with the teams.
- Conduct HSSE training, onboarding and maintain completion, track competency assessment for JLL and vendor partners for all sites in the Lot / Country.
- Roll out the program to ensure HSSE Assurance for all sites in the Lot / Country through Line of Assurance / Mock audits / SWAT - Meet Annual plan implementation, maintain status of observation or gaps & closure
- Review & maintain HRA, HEMP / HER, site legal risk registers to manage risk management
- Report required HSE statistics, and HSE report information
- Develop appropriate HSSE inductions incorporating Shell information; delivered to agreed stakeholders on all sites in the Lot / Country.
- Act as an advisory function to the JLL on site teams for repairs, maintenance, minor work and moves ensuring Shell’s HSSE MANAGEMENT SYSTEM protocols are adhered to.
- Develop and implement HSE initiatives, to develop a positive and sustainable culture
- Partner with global HSSE on contractor HSSE pre-qualification process / contractor competency assessment and drive the same traction to ensure sub-contractor safety management process.
- Conduct awareness session on Client & JLL HSSE process expectations
- Maintain and update site / region Assurance, HSSE metrics & publish Site HSSE performance status or dashboard
- Partner with operations to ensure Project HSSE assurance through early planning with team, management of change (MOC), HSSE design inputs, maintain risk register, Assurance check (with more boots on ground)
- Timely Incident management i.e. Incident Analysis, investigation & sharing learnings to prevent recurrence
- Maintain learning for the site i.e., review the relevancy of the actions for similar scenarios and track until closure by reviewing in toolbox, periodic HSE meetings.
- Ensure site operations have an emergency response plan (ERP) and maintain compliance with contract HSSE plan.
- Identify new Initiatives / Continuous Improvement & work with site leads to operationalize other HSSE day to day activities
- Represent in site HSSE Management Review meeting to share the updates or progress on site HSSE assurance, KPI’s and Rolling Action Item List (RAIL) items
Qualifications and experience
- Qualifications – Relevant HSSE and Risk qualifications.
- Experience – 5 – 7 years in related HSE roles.
- Thorough understanding of Country Safety, Health & Environment requirements.
- Must be atleast SO3 / Safety Practitioner as prescribed by DOLE.
- Develop, maintain, and sustain documentation pertaining to HSSE
- Awareness on BOWTIE.
Awareness, Knowledge and Skill (as applicable) in role specific HSSE Competences. These include:
- Working knowledge of progressive HSSE principles including human factors, industrial psychology as applied to HSSE, behavioural safety management principles.
- Ability to lead and influence internal and external stakeholders to achieve improved HSSE performance.
- Demonstrated evidence of Leadership Attributes and experience in working in a matrix organization,
- Be able to translate HSSE initiatives into realistic, simple plans for the operations.
- Be able to work in a virtual multicultural team and work environment.
- Able to enforce HSSE compliance, highlight issues, resolve conflicts and push for HSSE improvements.
- Excellent communication, Training Skills and organizational skills.
