Job Description
Responsible for leading and coordinating the end-to-end bid process to secure new business opportunities from the government sector. This role involves managing cross-functional teams to develop compelling responses to bid tenders, requests for quotations (RFQs) under Small Value Procurement, and other procurement solicitations from the government customers. The Bids Manager ensures that submissions are compliant, commercially sound, and aligned with strategic business objectives.DUTIES AND RESPONSIBILITIES:
Review documents, instructions, and requirements pertaining to government procurement opportunities i.e. Small Value Procurement, Direct Contracting
Ensure the completeness and accuracy of the documents needed to participate in government procurement activities
Coordinate with internal groups in gathering supporting documents as attachment to the bid kit and in response to the bid requirement.
Consolidates all the documents required as indicated within the terms of reference found in the bid documents
Prepare post qualification requirements and attend post qualification meetings, if necessary
Bid outcome tracking and analysis (win/loss/no go analysis)
Conduct quarterly post mortem for all bidding opportunities
Archives bid/RFQ documents and bid/RFQ responses
Trains Sales on basic bidding procedures
Implement projects for the improvement of the bid process
Conduct periodic evaluation of the bids process, make recommendations on its improvement, and gives insights and strategies to help ensure success in future bids
REQUIREMENTS:
5+ years of experience in handling government bidding opportunities
Familiarity with the government procurement law i.e. R.A. 9184, R.A.12009
Extensive understanding in a telecom industry – exposure on commercial and technical side of business is a plus.
Microsoft/Google Workspace proficient
Critical and strategic thinking skills. Understand the various forces that impact the bid strategy.
Must have strong interpersonal skills, with the ability to be personable yet persuasive.
Data driven and detail oriented. Should have strong analytical skills.
Bachelor's Degree of any related field
