Job Summary:
The HR Supervisor for Recruitment and Compensation & Benefits is responsible for overseeing the full recruitment cycle and compensation operations to ensure timely, accurate, and correct implementation of HR programs and compliance with labor laws and internal policies. The role leads the execution and continuous improvement of strategies for attracting top talent, managing employee compensation, government benefits, and payroll, while also ensuring smooth onboarding and offboarding processes.
Key Responsibilities:
1. Recruitment:
- Perform oversight functions: end-to-end recruitment processes are executed timely and accurately-from requisition validation, job posting, screening, interview facilitation, up to candidate onboarding.
- Review and Validate Job Descriptions and Organizational Charts submitted with MRFs to ensure alignment with approved headcount and structure.
- Monitor encoding and tracking of MRFs, CAIs, and candidate status updates in recruitment trackers for completeness and accuracy.
- Supervise coordination with hiring managers, headhunters, and job platforms to ensure updated and aligned vacancy information.
- Perform oversight functions: execution of onboarding tasks including contract signing, documentation completion, and internal communication of new hires.
- Ensure new hire information is encoded accurately and timely into HRIS and personnel files are complete and up-to-date.
- Monitor timelines and deliverables across the recruitment process to avoid delays in hiring and onboarding.
2. Compensation and Benefits:
- Supervise the end-to-end payroll process (semi-monthly), including validation of OT, leave requests, and other pay- related entries, ensuring accuracy and timeliness.
- Review and approve Personnel Action Notices (PANs) for employee movements, salary adjustments, and employment changes in accordance with company policies.
- Ensure government-mandated benefits remittances, loan processing, and statutory reports (SSS, Philhealth, Pag-IBIG, BIR) are processed completely and submitted on time.
- Oversee the enrollment, monitoring, and reconciliation of HMO coverage and internal loan programs.
- Validate computations for 13th month pay, bonuses, final pay, and ensure correctness and compliance before disbursement.
- Coordinate with Finance and third-party provides for payroll bank setups, billing reconciliation, and benefits processing.
3. HR Operations and Documentation:
- Ensure employee records related to recruitment, compensation, and benefits are consistently maintained, confidential, and audit-ready.
- Monitor HR Associate's tracking of evaluation schedules, employment milestones, and document submissions to support proactive HR interventions.
- Prepare and review monthly reports related to headcount, recruitment metrics, payroll summaries, and benefits utilization for leadership review.
- Facilitate accurate and timely reporting of statutory and internal compliance requirements, such as tax annualization and performance evaluation schedules.
- Provide guidance to direct reports to resolve escalated issues in recruitment and compensation processes.
- Regularly coordinate with department heads, vendors, and government agencies to ensure smooth implementation of HR services.
- Recommend process improvements for recruitment and compensation operations to enhance efficiency, compliance, and employee satisfaction.
- Ensure internal deadlines and service-level agreements (SLAs) are consistently met across all activities under supervision.
Qualifications:
- Bachelors degree in Human Resource Management, Accounting, Business Administration, or related field.
- Minimum of 5 years experience in compensation and benefits or payroll administration.
- Strong working knowledge of labor laws, compensation frameworks, recruitment best practices, and payroll system.
- Proficiency in payroll system (e.g., Sprout) and MS Excel.
- High attention to details, integrity, and strong organizational skills.
- Proficiency in G Suite and communication apps (e.g., Telegram, Viber).
