Job Description
The safety officer is responsible for ensuring the safe and effective operation of all areas and facilities in the project and organization.
1. Strategic Safety and Planning
- Develop long-term safety and health strategies in alignment with company goals.
- Collaborate with senior management to integrate safety objectives into the organization’s broader mission.
2. Program Management
- Oversee the development, implementation, and evaluation of comprehensive safety and health programs across the organization.
- Ensure continuous improvement and adaptation of safety programs based on evaluations and changing industry standards.
3. Team Leadership
- Lead, mentor, and supervise contractor and internal SO1 and SO2 personnel, ensuring they perform their roles effectively.
- Organized and manage the safety department or team, including resource allocation and budgeting.
4. Advanced Risk Management
- Conduct advanced risk assessments and hazards analyses across various sectors of the company.
- Develop and implement risk mitigation strategies at an organizational level.
5. Stakeholder Engagement
- Represent the organization in discussions with regulatory bodies, industry groups, and other external stakeholders.
- Coordinate with other departments or units to ensure company-wide adherence to safety standards.
6. Training and Development Oversight
- Supervise and evaluate the effectiveness of training programs conducted by junior safety officers.
- Identify the need for and facilitate advanced safety training and professional development opportunities for the safety team.
7. Policy and Standard Formulation
- Draft, revise, and update internal safety policies, standards, and guidelines.
- Ensure alignment with national and international safety standards and best practices.
8. Complex Incident Investigation
- Lead investigations into major incidents or systemic safety issues, employing advanced investigative techniques.
- Provide recommendations to senior management based on findings.
9. Safety and Crisis Management
- Promote a culture of safety throughout the organization, driving behavioral change and commitment at all levels.
- Organize and lead safety awareness campaigns or events.
10. Emergency and Crisis Management
- Plan and lead the response to emergencies or crises that might impact a significant portion of the organization or its reputation.
- Collaborate with external agencies and partners during such events.
11. Compliance and Audit
- Oversee regular internal safety audits and inspections.
- Prepare for and liaise with external auditors or regulatory bodies during their inspections.
Qualifications
- Minimum 2-3 years of experience in a health and safety role, ideally in the construction, manufacturing, or engineering industries.
- Completed the mandatory BOSH (Basic Occupational Safety and Health) Training for SO3 accreditation (per DOLE requirements in the Philippines).
- DOLE-accredited SO3 certificate.
- Valid First Aid and Basic Life Support certification.
- COSH (Construction Occupational Safety and Health) training if working in construction.
- Advanced safety certifications (e.g., NEBOSH IGC, IOSH Managing Safely, OSHA 30-Hour Training) preferred
- Membership in a professional safety organization (e.g., PSME, ASEP, or safety-related associations) is a plus
- Philippine Labor Laws relevant to OSH (RA 11058, DOLE Department Order No. 198-18).
- DOLE, DENR, and LGU safety regulations and reporting requirements.
- Knowledge of PPE standards and safety signage requirements
- Familiarity with environmental safety compliance (e.g., ECC, wastewater discharge permits).
- Knowledge of international standards (e.g., NFPA, ANSI, ISO 14001).
- Understanding of ergonomic safety principles.
- Hands-on experience in implementing safety programs and facilitating site safety compliance.
- Supervisory or team lead experience in managing safety officers or marshals.
- Experience coordinating directly with government agencies (DOLE, DENR, BFP).
- Exposure to projects involving high-risk activities (e.g., construction activities in active office operations).
- Proactive and vigilant.
1. Risk Assessment & Hazard Identification
- Ability to systematically identify workplace hazards and assess associated risks.
- Conduct Job Hazard Analysis (JHA) and ensure control measures are implemented.
2. Incident Investigation & Reporting
- Capable of leading incident investigations and writing detailed root cause analysis reports.
- Familiar with tools like the 5 Whys, Fishbone Diagram, or TapRoot.
3. Communication
- Able to effectively communicate safety protocols and instructions to all levels of the workforce.
- Comfortable conducting toolbox talks, safety orientations, and training sessions.
4. Documentation and Compliance
- Proficient in maintaining safety logs, permits, SDS files, safety audit reports, and incident records.
- Understands DOLE-required forms and documentation (e.g., Work Accident Report, Annual Medical Report).
5. Inspection and Auditing
- Skilled in conducting site inspections and compliance audits.
- Can identify unsafe acts/conditions and recommend corrective actions.
6. Emergency Response Planning
- Familiar with creating or updating Emergency Response Plans.
- Can facilitate or lead emergency drills.
