Position Purpose:
Corporate HSE Manager is responsible in the development, implementation, supervision, inspection, monitoring, and audit of the Corporate Health, Safety, Environmental, Efficiency and Reliability Management Systems/Framework across all business segments. Monitors compliance of all refilling and cylinder manufacturing, requalification and repair plants, stores, TSD works, logistics and other concerned departments. He/She also must ensure organizations readiness and emergency preparedness, response. and communication strategy. Conceptualize, plan and conduct cost-efficient strategies for HSE programs.
Secure approval of HSE-related programs/projects and sign documents within the limits set by management. Manage the cross-functional coordination to all business units, resources and strategies and ensure that these functions are executed efficiently, accurately and in a timely manner. Act as Authorized Managing Officer (AMO) for BIVMC on Philippine Constructors Associate Board (PCAB).
Position Qualifications:
- Highest Educational Attainment : College Graduate
- College Degree : Any engineering or science related course
- Graduate Studies : MA/MS is preferred
- Licensure Examinations Passed : PRC License or any accreditation related to HSE

HSE IMPLEMENTATION
- Leads/Manages role on coaching, mentoring and advisory.
- Manages to finalize and implement HSE policies/procedures and management systems.
- Manages the compliance programs and other Safety, Health, Environment, Efficiency, and
Reliability (SHEER) plans and programs.
- Leads/Manages the monitoring and assessment of hazardous and unsafe situations and develop measures.
- Leads/Manages to observe, correct immediately and record unsafe acts or conditions, near miss and accidents.
- Leads/Manages the root-cause investigation process.
- Leads/Manages the assessment on the cost of accidents.
- Leads/Manages the conduct SHEER training/awareness programs.
- Leads/Manages the implementation of risk assessment process.
- Leads/Manages the implementation of communication programs/employee engagement.
- Leads/Manages the formation and functionality of emergency response and HSE committee.
- Leads/Manages provision of advice, information and instruction on HSE and related concerns.
- Leads/Manages the conduct of HSE inspection, audit, and review of plans and programs.
- Leads/Manages the enforcement of work stoppage.
- Oversees the implementation of health surveillance and health programs.
- Leads/Manages the statistical review and analysis of injury and incident reports.
- Leads/Manages the establishment of culture of SHEER.
- Receives necessary trainings relevant to duties and responsibilities.
- Leads/Manages review of regulatory reports and enforcement notices.
- Signs relevant and related documents.
- Leads/Manages HSE campaigns in the interest of corporate social responsibility and for the benefit of the society and community.
HSE COMPLIANCE
- Leads/Manages government, LGU compliance.
- Leads/Manages HSE KPI compliance.
- Leads/Manages completion of the list of risk and law registers.
- Leads/Manages the planning of training needs based on government and company requirements.
- Leads/Manages attendance of technical conferences/hearings.
AUTHRORIZED MANAGING OFFICER (AMO)
- Performs as outlined in the board resolution signed by BIVMC Board Secretary
PEOPLE MANAGEMENT
- Assesses competencies of subordinates and identifies necessary developmental training.
- Obtains competent advice and assistance to supply the knowledge, skills or other
competencies needed to perform the tasks.
- Reviews and approves performance appraisals, handles personnel matters, and determines
and recommends appropriate rank / position changes for staff based on performance including assessment of staff for regularization.
- Reviews and approves disciplinary actions to subordinates who violated company rules and regulations.
- Responds to employee inquiries concerning retail sales.
- Approves liquidation, reimbursement, request for payments, daily time records, and overtime authorizations.
RISK ASSESSMENT AND MANAGEMENT
- Identifies, evaluates and manages the risks that BIVMC undertakes in implementing its strategic plans and conducting its business.
- Evaluates whether these risks, and related risk management efforts, are consistent with the BIVMC’s risk appetite. Keeps the senior management and related board committees informed about the significant risks and its risk management processes.
INTERNAL CONTROL AND CORPORATE GOVERNANCE
- Provides assurance, consulting and other compliance engagements to the Internal Audit Department for selection and inclusion in the annual risk-based internal audit plan.
- Ensures compliance with all financial and operational controls in his area of operations and must implement internal control as part of the total system to achieve BIVMC’s objectives and goals.
- Conducts a regular evaluation of existing policies, systems and procedures to ensure that these remain relevant and effective to the current operating environment.
- Gives prompt and cooperative consideration and actions to recommended improvement measures made by independent internal or external audit groups.
